It's the whole package. This kit allows you to install higher wattage bulbs in your 86-91 (Square headlights for North America with 9004 low beam bulbs. Not for H4!) Vanagon and includes those bulbs too. This kit includes our headlight relay kit to ensure that your headlight switch is protected from the increased wattage of the bulbs and will deliver better power to your headlights. And then two 100-watt high beam bulbs, two 80/100 watt low beam bulbs, and two 15 amp LED fuses are included too.
